Testify Remotely
As part of the legislative process, any member of the public in NH can "testify" on a bill. This means they officially register their opinion on the bill (support, oppose, or are neutral) and can leave comments, if they want. Testifying can be done online remotely for bills being considered by both the house and the senate. The elected representatives on the committee that is discussing the proposed bill then can see the number of votes for and against a particular bill, and the comments, if they left any. If an elected representative is undecided then that information may sway them one way or the other. The public can testify on bills up to 11:59 pm on the day of a bill's hearing, or prior to the committee hearing about it, so it is important to pay attention to deadlines.
To testify on a bill, you'll need to know:
is the bill being considered in the senate (SB) or the house (HB) (a different webpage is used for each)
the bill number
the name of the committee reviewing the bill
the date the bill is being reviewed
The house allows you to enter comments directly or paste in text.
The senate only allows you to indicate if you support or oppose a bill, there is no option to add comments.
